If you’ve been told your Authority to Print (ATP) “expires every 5 years,” you’re working off an old rule. The BIR changed this back in 2022, and a lot of businesses — and even some printers — still haven’t caught up. Here’s what’s actually true today.
The Old Rule (Pre-2022)
Under Revenue Regulations (RR) No. 18-2012, every ATP-printed invoice and receipt had a hard 5-year validity period counted from the date of the ATP. Once that period lapsed, any unused booklets became invalid — even if you still had hundreds of blank forms sitting in a drawer. Businesses had to surrender and destroy the unused stock, then apply for a brand-new ATP and print a whole new batch. It was a recurring cost baked into just staying compliant.
What Changed: RR No. 6-2022
The BIR did away with that rule through Revenue Regulations No. 6-2022, which took effect July 16, 2022. Under this regulation:
- ATP-covered invoices and receipts (and their serial numbers) no longer expire.
- The phrases “This invoice/receipt shall be valid for five (5) years from the date of the ATP” and “Valid Until (mm/dd/yyyy)” are no longer required — and should be dropped from new print runs.
- Any unused stock printed before July 16, 2022 that still shows the old validity wording can continue to be used until fully consumed. Businesses can simply disregard the printed expiry date — no need to reprint just because of that date.
The BIR later issued Revenue Memorandum Circular No. 123-2022 to iron out questions from this shift, confirming the same points and noting that businesses with an ATP set to expire on or before July 15, 2022 wouldn’t be penalized even if they missed the old 60-day renewal window.
So When Do You Need a New ATP?
Renewal today is event-triggered, not calendar-triggered. You’ll need to apply for a fresh ATP (BIR Form 1906) when:
- You run out of serial numbers — this is the most common reason. If you were approved for a set quantity of invoices/receipts and you’re close to using them all, it’s time to reorder.
- Your registered business name or trade name changes.
- You transfer your registered address or RDO.
- You open a new branch that needs its own set of invoices.
- Your invoice layout or format changes in a way that affects the information printed.
Outside of these triggers, an ATP stays valid indefinitely — it can only be revoked by the BIR for cause (e.g., tampering with sales data or making unauthorized system modifications for CAS/CRM/POS users).
